to interrupt loading or discharging during the time that

bunker-fuel is taken in or to shift to another berth in

order to take in bunker-fuel or to lose time in bunkering in the stream after loading and discharging have been com-

pleted. We consider that now that fuel oil is used by

ships to its present extent, arrangements as mentioned above are an absolute necessity for every modern port.

For the above purpose we should be allowed to lay our pipelines under all public roads and public property as also alongside public wharves and jetties.

We take the liberty of drawing your attention to this at this early date as without such a provision the value of the ground for a Fuel 011 Installation would be greatly diminished.
